NEWS FROM THE BOARD OF DIRECTORS OF THE AMICALE When the Amicale was created in 2012, a first board of directors was formed to set up an association with which you could all refer to. Initially, representatives of the social committees from the different work units were asked to form the first group of directors of the Amicale. Gradually more colleagues joined the team to provide help and support. Often working in the shadow, I would like to present them to you today and also introduce you to new members who have come to replace directors whose terms have ended. Last February 17, our friends from la Beauce treated themselves to a good breakfast together to celebrate the 95th birthday of Alfred Michaud, formerly responsible for the customs office of Armstrong. Alfred is Jean-Pierre Michaud�s father who retired from the Investigations service of the CBSA in Qu�bec. They are both totaling between 70 and 80 years of customs service. Alfred and I took the Superintendent training course on Heron Road in Ottawa� (I don�t feel any younger either!) We participated in a lot of time management meetings in the old Quebec Region. I keep a very positive souvenir of all that time period. I remember Alfred as being a �Gentleman�, a �Mister� as we say, a nice man with a warm personality. Let�s wish him joy and health for many years to come.

Mister Conrad Pilon, aged 95 years, from Pointe-Claire, Qu�bec, passed away on February 15, 2016, surrounded by his family after a long battle with cancer. He started his career with Canadian Customs in 1938, before serving in the Royal Air Force at the rank of officer during the Second World War. After the war, Conrad pursued his career with the Federal Public Service of Canada, Customs and Excise, and retired in 1976 as Director for the Province of Qu�bec. The funeral service will be held at the funeral home of J.J. Cardinal on Sunday, February 21, 2016. It is Christmas and there are many occasions to celebrate and to consume various beverages, but often we wonder what glass size to use and what quantities to offer. Well here is a simple way to figure it out. There is a reference number that is somehow magical, it's 60! You simply divide this number by the percentage of alcohol contained in the drink you are serving and it gives you the quantity to pour in the glass. For example : Beer at 5%=60/5=12oz, a regular bottle or can. For wine at 12%=60/12=5oz, which allows for 6 glasses from a 750ml bottle. For porto at 20%=60/20=3oz. For loquor at 40%=60/40=1.5oz. Ain't that easy?! All you have to do next is not to abuse, moderation is better!

Consequently, the Treasury Board has announced that the increase in indexing to be applied, on January 1, 2016, to Public service, Canadian Forces, RCMP, and federally-appointed judges' pensions will be 1.3%. A group of CBSA retirees got together for a great day of golf at the Golf club l'Auberivi�re in Charny. We thank the various organizers, Denis Lajeunesse, Michel Lavigne and Roger Giguere. In addition, we had the chance to see three former Eastern Township colleagues join the group, Mike Doherty, Claude Paquet and Serge Gosselin. It was a beautiful day, and Mother Nature was on our side. We had fun, we laughed and shared many crispy memories. Afterwards, we shared a meal at Restaurant L'Acad�mie Ste-Foy where other retirees and spouses joined the golfers. It was agreed to repeat the experience next year, but then the Qu�bec gang will travel to the Eastern Township.

Before departure, the group listens carefully to the instructions by Denis Lajeunesse.	About instructions ... it's always an occasion for jokes with retirees.

REQUEST TO PARTICIPATE IN A MEDIA RESEARCH A few weeks ago, the Amicale was contacted to participate in a research to recruit retired customs officers for a series of reports to highlight the role and contribution of agents through significant seizures they were involved in their career and also due to the fact that they are no longer bound by professional secrecy. The Board of Directors of the Amicale has analyzed the request and agreed not to participate in this research at the risk of jeopardizing the image of the Amicale who is dedicated to socialization, the sharing of information and mutual assistance to its members. In addition, the Amicale believes that participation in this type of reporting, could be detrimental to colleagues still active within a law enforcement agency. A formal response explaining the position of the Amicale was forwarded to the applicant. However the Association can not and does not wish to intervene if some members that could still be contacted, wish to participate. Snowbirds, are you in good terms with the IRS? When preparing their long stay in Florida, Arizona, Texas or elsewhere in the United States, the 700,000 Canadian Snowbirds have a thousand and one things to think about. But they must add an item to this list: ensure, on their return, to produce Form 8840. Otherwise tightening rules against tax evasion by the U.S. government could darken their sweet habit to flee the winter with our southern neighbors. It is not new that the Snowbirds must comply with this formality, under penalty of a fine of $ 10,000 per year because they would then be treated as U.S. residents not having filed their tax return. But not too many did produce it before and even fewer were questioned on their whereabouts in the United States by the IRS. In fact, of the approximately 70,000 members of the Association of Canadian Snowbirds, none has yet paid the hefty fine. Same story on the side of Johanne Marcoux, Certified Public Accountant (CPA) in Florida. "For the moment, in my practice, I have not received a call for a potential client to whom the U.S. government would have asked to file an income tax return in the United States for failure to produce the form 8840, "says the specialist whose clients at his suggestion, all produce the form 8840 year after year, a simple measure that avoids a lot of trouble. The announcement by the U.S. government for increased vigilance against any form of tax evasion could change the situation. Is your presence in the United States significant? If you stay two weeks a year in Florida, there is no reason to worry. Everything revolves around the concept of "substantial presence in the United States." To find out if you must file the 8840 Closer Connection Exception Statement or for Aliens form, just do a little calculation. Add the total number of days of your stay during the current year, add one third of the number of days spent in the United States last year and the sixth of those of the third. If the total is 183 days or more, you may be taxed on your worldwide income in the United States, as residents in the United States. Do not panic! To avoid any hassles with Uncle Sam and the dreaded penalty of $ 10,000 or more per year, simply fill out Form 8840, a two-page document for people who exceeded the 183 days over the three years period. It then demonstrates through 17 questions, that the Snowbirds must nevertheless be treated as Canadian resident for tax purposes because their economic and social ties are more important to Canada than the United States. These issues include the country of issue of driver's licenses and health insurance, the countries where the main income is generated, etc. "The form for the year must be filed no later than June 15 of the following year . If you have difficulty filling oneself, one can seek the assistance of an accountant or a tax specialist in Canada, "said Ms. Marcoux . Protection and not a risk. According to this tax specialist, there is much to lose to want to go incognito by not completing this form. "This form is not a risk but a protection for Canadian citizens who make long trips to the United States," argued Johanne Marcoux . If you are part of the Snowbirds in the long term and you have not filed the form in the past, it is important to talk to your accountant. How to solve this trap will be analyzed according to your particular case. In closing, the same Form 8840 must be attached to the tax return of U.S. non-resident Canadians who sells a property in the United States, have rental income or other income from U.S. sources. The moral of this story: produce a simple two-page form annually avoids any tax cloud in your Snowbird sky! In 2011 the government had offered to subscribe to a list to block unsolicited telephone calls from telemarketers. This lock expires in September 2013, so you have to re-register. We can also extend the lock until 2018 instead of 2015 by selecting the extended period option. Good news for all those who are tired of being disturbed at mealtimes or in the evening. Phone numbers will become public.

If you have a cell phone, do not forget that all the numbers will also be available to telemarketers this month. I had blocked my number in 2009, it was blocked until 2014, but I just extended it until 2018. It's easy to do and it is important because incoming calls are expensive in most contracts. When you travel in the U.S., some gas stations, in some states, require a ZIP Code to confirm the transaction with your credit card when you want to pay at the pump. The problem is that the U.S. ZIP Code consists of 5 digits, then it is not possible to use our Canadian postal code. However, if you use a Visa card (I'm told that it also applies to Master Card) it is possible to use the three digits of your postal code followed by two "0" (ie. G1M 2S1 becomes 12100). It works fine. Otherwise, you can still use your debit card.

A friend told me about the E-ZPass transponder in order to quickly pass the various tolls in the U.S. or elsewhere. Obviously this is not very difficult to stop and pay cash at each toll booth , especially when you travel on a toll highway a few times a year but still, the use of the transponder is very easy. Moreover, the passages are really fast (and no money for payments). The purchase is done through the internet https://www.e-zpassny.com/, you just create your account (using New York as a region, even if it is good in many of other states), enter your vehicles including RV if necessary, and use your credit card for $ 25. You receive the transponder a few days later by mail and must be placed on your windshield when traveling. Your account is debited to pay toll charges as you use a toll highway and when there is only $ 5 left on your balance, the system will automatically charge another $ 25 transaction via your credit card. Very simple and convenient.

Did you know that? May 25 is the National day of all missing children, aimed at making the public aware of the children that go missing in Canada each year. CBSA supports the efforts made across the country to prevent child abduction and the safe return of these children to their legal guardians, through the joint program Our missing children. Border services officers are constantly on alert for abdicted children and runaway minors. Since the early days of the program, CBSA has returned more than 1750 chlidren to their legal guardians.

Since the announcement of the new electronic passport, I have received many questions. First of all, do not worry: it's not because we can get it starting July 2013 that you will need to change yours if it has not expired. New features: � It has 36 pages (the current one has 24). � You will be able to choose between the five years ($ 120) or 10 years ($ 160) version. � It will contain a chip that will make it even more difficult to forge. This chip will contain the same information as the page 2, but without the signature. New images will also be added. � Security features: it will not be possible to read information from that chip if the passport is not opened. Forget (for now at least!) any identity theft performed remotely, for example by using a gadget that can scan the chip through a garment. The Passport Canada website specifies: "The border authorities equipped with ePassport readers will insert the electronic passport in a scanner that reads the machine readable zone first, and then the chip. The machine also checks other safety features, such as the country identifier. Border authorities who are not equipped with ePassport readers will continue to examine the passports of travelers as they do now, that is to say, watching the other security features such as holographic images. " Canada is not the only country to have a new electronic passport. The United States, France and the United Kingdom, for example, already deliver these passport. Due to budgetary restraint in United States, the number of U.S. Customs officials at PE Trudeau Airport in Dorval is reduced, says Anne Marcotte, Director of Communications at Montreal Airport. An increased waiting time is expected at U.S. Customs, especially outside peak (after 8 am). Thus, under normal circumstances, the fact of arriving two hours before takeoff is ample. Because of the situation, Ms. Marcotte invites travelers to visit the website of Montreal-Trudeau to check whether it is required to arrive early or not.

As some members of the Amicale are proud owners of recreational vehicles (RV), I would like to share with you a little trick that I also shared with my friends at the camping club (CCCQ). Each year by the end of April, we start getting our RV ready for the upcoming season and each time, despite our great memory efforts, we sometimes forget a few items. Thus, last year, when I was cleaning up my fifthwheel for storage, I noted down on my portable computer everything I was taking out of my RV and I now have a detailled list that will be useful this coming season. It can also be very handy in case of loss (theft, fire) of your RV, it will then be easier to remember what was in your RV without leaving anything out � and I did experience it! Speaking of loss or theft, we must think about insurance and let me remind you to verify with your insurance company to be sure that the content of your RV is in fact covered. As in my case, at the time of the theft of my RV, all the items I was putting in the RV each Friday, such as clothing, was covered by my household insurance, but everything that was in the RV for the whole season, such as toaster, hand mixer, utensils, etc�.. were not covered, I would have needed an additional clause, like cottage. Then it is worth looking into � and don't say you didn't know. So I thought sharing this tool with you. As you will notice it is adapted to my equipments and my needs and it may differ for you, but if it can help! Snowbirds are full of ideas. Here's what I learned this week and that I hadn't thought of. A member of a previous camping club I was member of and was even president for a while (La Rencontre), travels to Florida in the winter with a class A motor home and a vehicle in tow, his motor home is then parked all winter. Well he thought of having his registration modified to "storage status" and be granted a refund for the months in storage. I used to do it with my truck that I use to haul my fifthwheel with in the summer and when winter comes I park it for 6 months so I store it for SAAQ purposes and get a refund, but never thought it could be done for the situation described above. We can now do so on line with the SAAQ, as before we had to go to a service point to take a vehicle out of storage, but now we can do it on line. So next winter it is worth thinking about it.!

One of my friends, whose vehicle had broken down on a large highway in the United States, received help from a State Patrol officer who stopped to tell him he couldn't stay there; but my friend spoke very little English and the policeman very little French, however the policeman had an IPad with a language translator. The laws "Move Over": CAA-Quebec informs you before vacation!

Qu�bec, June 20, 2012 - While Quebecers are getting ready to hit the road of vacations in large number, particularly to visit other Canadian provinces or in different States of our American neighbours, CAA-Qu�bec has available on caaquebec.com/moveover a complete and unique list which summarizes at a glance the different laws " Move Over " to respect, based on the place where we are, in order to protect the emergency workers on the road.

While the recent survey from CAA-Qu�bec on the intent of vacations has shown that 55 % of the responding people who will take summer vacation will stay in Qu�bec and that 32 % lean towards visiting another Canadian province or a U.S. State, the emphasis of being well aware of the rules which apply here and elsewhere in matter of road safety makes no doubt.

" That's why we offer today a unique window which allows motorists obtaining all the necessary information on the mode of enforcement of the laws "Move Over". Because they are different from one place to the other, it is essential to familiarize oneself before departure", suggests Mrs Sophie Gagnon, assistant vice-president of public relations and governmental of CAA-Qu�bec.

What should motorists know?
Well known in the rest of Canada and in the United States under the term move-over laws*, these laws aim at protecting the first responding people on the scene, generally the ambulance driver and colleagues, policemen, fireman as well as the towing operators whom we see regularly near the roads.

As a general rule, when seeing a stopped vehicle on the road shoulder and that revolving lights are working, drivers must slow down to a speed that is safe for the life or the safety of the worker on duty and if possible move over to the other lane. If it's impossible to change lane, the motorist must as much as possible stay away from the vehicles stopped on the shoulder. If the motorists doesn't conform to the law, they are exposing themselves to penalties.

For example, the motorists driving to New York State, where such a law is in force, may be subject to a maximum fine of 275 $U.S. (plus fees) for a first infraction. Furthermore, a period of 15 days in jail or less may be added.

Applicable in the Province of Quebec at the beginning of August
Until recently, the Province of Qu�bec was one of the only administrations in Canada without an adopted law in that sense. Now, effective August 5, 2013, all Qu�bec motorists will have to adapt their driving behaviour when they see an emergency vehicle, a towing or road vehicle on which is illuminated a yellow arrow immobilized on the shoulder. In reality, this new law will make of Qu�bec the 9th place in Canada where we better protect the life of the emergency workers and of the towing drivers on the whole of the road network.

During the course of the last three years, the S�ret� du Qu�bec has recorded no less then 214 accidents involving immobilized vehicles on the shoulder, of which 13 with injured people, and 4 deaths. For CAA-Qu�bec, the coming into force of this law in August must allow to improve this sad report.

The emphasis is put on the fact that failing to respect this law in Qu�bec, the faulty motorist will face a fine ranging between 200 $ and 300 $ also adding the 4 demerit points to his file.

As a CAA-Qu�bec reminder, a non-profit organization founded in 1904, offers to 1,1 million of members services and privileges in the automobile field, traveling, housing and financial services.

* The expression "Move Over", generally recognized and used in English Canada as well as in the United States, is used by CAA-Qu�bec to facilitate the understanding. It's the expression "security corridor" that is rather more conveyed by the Transports Ministry of Qu�bec.

Knowing that there are great travelers amongst our members, we wish to advise you that the amounts of personal exemptions have changed since June 1, 2012. Consequently, here are the new standards, as we can find them on the site of the Canada Border Services Agency.

Less than 24 hours		Personal exemptions don't apply to people who are absent from Canada for less than a day to shop on the other side of the border.
24 hours or more	Alcohol and tobacco cannot be claimed.	Goods must accompany the traveler at the time of arrival into Canada. We wish to remind all travelers who are away from Canada for 24 to 48 hours, that if the value of the goods bought abroad is greater than $200 after an absence of 24 hours, duties and taxes become applicable on the total value of their purchases. For travelers who are absent from Canada for 48 hours or more, the appropriate personal exemption will be subtracted from the total value of the imported goods.
48 hours or more	This includes alcohol and tobacco.	Goods must accompany you at the time of your arrival into Canada. We wish to remind all travelers who leave Canada for 24 hours and up to 48 hours that if the value of the goods bought abroad is greater than $200 after an absence of 24 hours, duties and taxes become applicable on the total value of their purchases. For travelers who are absent for 48 hours or more, the appropriate personal exemption will be subtracted from the total value of the imported goods.
7 days or more	This includes alcohol and tobacco.	Goods may accompany you at the time of your arrival into Canada, but they can also be received at a further date (by parcel service, by mail or by delivery service). All goods will be admissible duty free if you declare them at the border, except tobacco products and alcoholic drinks, which must accompany you at the time of your arrival into Canada.

It's been close to two years now since my departure for retirement; I had taken a lot of notes to understand well and avoid mistakes. I noticed generally speaking that there was no information guide; that's when I transcribed my notes in such a format to make it easy to read and I gave it to my friends who were preparing also for retirement. As suggested by my friend Gabriel Turcotte, it is therefore available for you to read. However, many things have changed, like the fact that Human Resources agents usually help us in this important step in our life; now, we are handed a notebook from PWGSC and we attempt to reach an agent for explanations.
